Decisions of the Jilin Provincial People's Government

on Promulgating the Catalog of the Cancelled Administrative Licensing Items and the

Items Adjusted as the Items for Post Erior Record at the Province Level in 2004

(Promulgated by Decree No.159 of the Jilin Provincial

People's Government on May 24, 2004)

　　For the purposes of roundly carrying out the Law of Administrative Licensing, reducing the administrative links, offering the convenience for the citizens, legal persons and other organizations to handle administrative procedures, the provincial people's government thoroughly cleared up the regulations of the provincial government, the documents of the provincial government and its departments, decided to cancel a batch of administrative licensing items again, and adjust some administrative items as the Items for post erior record. The catalog of the cancelled administrative licensing items and the items adjusted as the Items for post erior record now are made public.

　　1. All the items listed in the catalog of cancelled items shall all be cancelled, as of the date of the promulgation of these Decisions.

　　2. Those items adjusted as the items for post erior record in these Decisions shall all be carried out as the items for the post erior record.

The Catalog of the Administrative Licensing Items Cancelled During the Documents Clearing-up in 2004 (46 items)

1. Education Department of Jilin Province (3 items)

　　(1)The Examination and verification for offering the posts of specially appointed professors, chief professors, speaker professors , middle-aged and young backbone teachers.

　　(2)The preliminary check on the provincial outstanding courses of colleges and universities.

(3)The examination and approval upon setting up the secondary institutions with new systems by ordinary colleges together with societal forces.

2. Archive Bureau of Jilin Province (3 items)

(1)Issuing the Files Acceptance Certificate of Quality for the completed major construction projects.

　　(2)Checking and accepting upon the changed files of enterprises' property and property right.

　　(3)The approval for setting up township archives.

3. Foods Industry Office of Jilin Province (3 items)

　　(1)The approval for operating beet seeds.

　　(2)The approval for introducing beet seeds from foreign countries for production.

　　(3)The examination and approval, and issuing the certificates for the new beet strain.

4. Labor and Social Security Department of Jilin Province (2 items)

　　(1)The examination upon the labor contract texts formulated by employing units.

(2)The examination and approval upon the scope and quantity of the technical schools enrolling the students of rural residence.

5. Economic Commission of Jilin Province (1 item)

　　The examination and approval for assessing the new outstanding products of the province.

6. Environmental Protection Bureau of Jilin Province (3 items)

　　(1)The accepting and issuing the certificates for freon-free units, and issuing the remarks of motor vehicles in Jilin province being installed the environmental protection refrigerant.

　　(2)The acceptance of the active vehicles installed airtight equipments.

(3)The inspection and acceptance before using civil heating boilers, after maintaining and transforming industrial boilers.

7. Industry and Commerce Bureau of Jilin Province (1 item)

　　The examination and approval for the legal persons of enterprises going in for a disposable operation.

8. Informational Industry Department of Jilin Province (1 item)

　　The check and ratification for the graded qualification of maintaining electronic products.

9. Public Security Department of Jilin Province (4 items)

(1)The examination and approval of the advertisement sprayed on the surface of vehicles.

(2)The examination and approval of going in for the producing and operating activities of protective equipments.

　　(3)Issuing the licenses of electric tricycles.

　　(4)Handling the Special Motor-Vehicle Driving License for the Disabled of Jilin Province.

10. Science and Technology Department of Jilin Province (2 items)

　　(1)The approval of the funs for provincial scientific research projects being changed the utilization and transferred to the next year's usage.

(2)The examination and verification about the scale, the realizing conditions, the project's budget, the expected results of the projects reported by the scientific research institutions at the province level.

11. Grain Bureau of Jilin Province (2 items)

(1)The approval about the large enterprises of using industrial salt buying all types of salt, or changing the utilizations of the circulating salt recycled in the process of production.

(2)The agreement of starting the industrial enterprises which regard salt as their raw material.

12. Communications Department of Jilin Province (7 items)

(1)The approval of the operators of passenger service changing, transferring (selling )their vehicles, or adding, reducing or changing the seats of their passenger cars and the facilities within their vehicles.

(2)The approval of the passenger scheduled lines contracted or rented by the inner employees of the enterprises or others for operating.

(3)The examination and approval of going in for the highway's operating passenger transportation.

(4)Issuing the Safety Inspection Certificate for Township Transportation Vessels of Jilin Province.

(5)The approval for setting ferries.

(6)The examination and approval of taking the collecting right of road tolls as the loan hypothecation.

　　(7)The examination of township boat and ship designing documents and drawings.

13. Tour Bureau of Jilin Province (1 item)

The check and approval of running a tourist holiday villages as an experiment at the province level.

14. Agriculture Commission of Jilin Province (1 item)

　　The examination and verification of labor accumulated workers.

15. Posts Bureau of Jilin Province (1 item)

　　The approval of making philatelic products.

16. Forestry Department of Jilin Province (5 items)

(1)The approval of entering into the game land opened to the outside world approved by the state for hunting.

(2)The approval of developing the development of ditch systems, and the interplanting of trees and grains, trees and medicines, trees and vegetables, trees and fruits on wood land.

(3)The examination and approval of the Professional Skill Certificate for the Advertisement for Forest Seeds.

(4)Issuing the Label of Forest Seeds.

(5)The check and agreement on changing the utilizations of the land for reed.

17. Water Conservancy Department of Jilin Province (5 items)

(1)The approval of going in for the explorative production such as net-pen fish culture, fence fish culture and etc. within border waters.

(2)The check and acceptance of seed stock stations and seed multiplication farms at the province level.

(3)The acceptance after the completed project of drawing water.

(4)The agreement of the building projects within the protection zones for hydrological survey or at their upper and lower reaches.

(5)The agreement of going in for the activities that may effect the hydrological survey and forecast within the protection zones of hydrologyical survey and forecast.

18. Quality and Technology Supervision Bureau of Jilin Province (1 item)

　　Issuing the certificate for being permitted to produce industrial products.

1. Posts Bureau of Jilin Province (1item)

　　Adjusting "the registration of operating stamps and philatelic products" for "the record of operation stamps and philatelic products".

2. Seismology Bureau of Jilin Province (1 item)

　　Adjusting“the examination and approval of the anti-seismic and fotified demands on the adjoining projects within an anti-seismic and fortified housing estate" for "the record of the anti-seismic and fortified plans for the adjoining projects within an anti-seismic and fortified housing estate ".

　　为全面贯彻落实行政许可法，减少行政管理环节，便利公民、法人和其他组织办理行政管理手续，省政府对省政府规章、省政府及其部门的文件进行了全面清理，决定再次取消其中的一批行政许可项目，并将部分行政许可项目调整为事后备案项目。现将取消的行政许可项目和调整为事后备案的项目目录予以公布。

　　一、自本决定公布之日起，凡列入取消项目目录的项目，一律予以取消。

　　二、本决定调整为事后备案的项目，一律按事后备案项目执行。

2004年清理文件中取消的行政许可项目目录（46项）

　　一、省教育厅（3项）

　　1、特聘教授、首席教授、主讲教授、中青年骨干教师岗位设置的审核。

　　2、高等学校省级优秀课程的初审。

　　3、普通高校与社会力量合作举办新制二级学院设置的审批。

　　二、省档案局（3项）

　　1、重点建设项目竣工、发放《档案验收合格证书》。

　　2、企业资产与产权变动档案的检查验收。

　　3、建立乡镇档案馆的批准。

　　三、省食品工业办（3项）

　　1、经营甜菜种子的批准。

　　2、从国外引进甜菜种子用于生产的批准。

　　3、甜菜新品种审定及发证。

　　四、省劳动和社会保障厅（2项）

　　1、用人单位拟定的劳动合同文本的审查。

　　2、技工学校招收农村户口学生范围、数量的审批。

　　五、省经济委员会（1项）

　　省优秀新产品评审审批。

　　六、省环保局（3项）

　　1、无氟单位的验收、发证及发放吉林省机动车加装环保制冷剂标志。

　　2、在用车加装密闭装置的认可。

　　3、民用采暖锅炉使用前及工业用锅炉维修改造后的检查验收。

　　七、省工商局（1项）

　　企业法人从事一次性经营的审批。

　　八、省信息产业厅（1项）

　　电子产品维修等级资格核准。

　　九、省公安厅(4项)

　　1、车身喷涂广告的审批。

　　2、从事保安装备生产、经营活动的审批。

　　3、发放电动三轮车牌证。

　　4、办理《吉林省残疾人专用机动车驾驶证》。

　　十、省科技厅（2项）

　　1、省级科研项目资金改变用途和资金转入下一年使用的批准。

　　2、省级科研机构申报项目的规模、实现条件、项目预算、预期效益的审核。

　　十一、省粮食局（2项）

　　1、工业用盐大企业购进各类用盐、将生产过程中回收循环盐改变用途的批准。

　　2、开办以盐为原料的工业企业的同意。

　　十二、省交通厅（7项）

　　1、客运经营者更换、转让（卖）车辆，增、减或更改客车坐椅及车内设施的批准。

　　2、客运班线承包或租赁给企业内部职工或他人经营的批准。

　　3、从事高速公路营业性旅客运输的审批。

　　4、发放《吉林省乡镇运输船舶安全检查证》。

　　5、渡口设置的批准。

　　6、以公路通行费收费权作贷款质押的审批。

　　7、乡镇船舶设计文件和图纸审查。

　　十三、省旅游局（1项）

　　试办省级旅游度假区的审核批准。

　　十四、省农委（1项）

　　劳动积累工审核。

　　十五、省邮政局（1项）

　　制作集邮品的批准。

　　十六、省林业厅（5项）

　　1、进入国家批准的对外开放狩猎场狩猎的批准。

　　2、林地上开展沟系开发和林粮、林药、林菜、林果等间作的批准。

　　3、《林木种子广告专业技术证明》审核。

　　4、《林木种子标签》签发。

　　5、改变芦苇用地用途的审核同意。

　　十七、省水利厅（5项）

　　1、在边境水域内从事网箱养鱼、围栏养鱼等开发性生产的批准。

　　2、省级水产原、良种场的验收。

　　3、取水工程竣工后的验收。

　　4、在水文测验保护区内或在其上下游修建工程的同意。

　　5、在水文测报保护区内从事可能影响水文测报活动的同意。

　　十八、省质量技术监督局（1项）

　　发放工业产品准产证。

2004年清理文件中由行政许可调整为事后备案的项目目录（2项）

　　一、省邮政局（1项）

　　将“经营邮票和集邮品的登记”调整为“经营邮票和集邮品的备案”。
